CRESponsible Leader: Sen. Shelley Moore Capito

This July, we are proud to recognize Sen. Shelley Moore Capito (R-W.Va.) as our CRESponsible Leader of the Month. 
 
As Chair of the Senate Environment and Public Works Committee, Sen. Capito is a leading voice for an all-of-the-above energy strategy and the commonsense permitting reform policies needed to build it. Her continued leadership reflects a clear understanding that meeting our nation’s growing energy demand requires the ability to build infrastructure quickly and efficiently, powering our homes, businesses and economy. 
 
For decades, outdated permitting processes have delayed critical energy and infrastructure projects, creating uncertainty for developers and slowing investment. Sen. Capito has made fixing this one of her top priorities, calling for reforms that make project reviews more predictable, transparent and efficient while maintaining strong environmental standards. 

In January, Sen. Capito led an EPW Committee hearing on federal environmental review and permitting, pressing the case or Congress to act this year on bipartisan reform. Her message has been consistent: permitting reform is not just about improving government processes, it’s about ensuring the United States can build the infrastructure needed to support domestic production, drive economic growth, improve grid reliability and reinforce American energy dominance. 
 
At CRES’ 2026 Energy Leadership Summit, Sen. Capito shared video remarks reinforcing the importance of building the infrastructure necessary to power America’s future. Her message underscored the need for policies that encourage investment, foster innovation and allow the United States to remain a global energy leader. 
 
Sen. Capito’s commitment to practical, bipartisan energy solutions continues to lay the foundation for a more reliable, affordable and secure energy system.
