CRES Statement on FERC Capacity Market Ruling

WASHINGTON, D.C. – Today, Citizens for Responsible Energy Solutions (CRES) Director of Policy and Advocacy Charles Hernick released the following statement after the Federal Energy Regulatory Commission (FERC) released the Minimum Offer Price Rule, impacting PJM Interconnection’s 13-state capacity market.

“The rules for capacity markets just changed. That doesn’t mean game over, that means it’s just the first quarter,” said Charles Hernick, Director of Policy and Advocacy at CRES. “We’re among the many organizations, states, and power providers examining the potential impacts of FERC’s Minimum Offer Price Rule. Markets function best when there are clear rules–and this rule change will re-set who’s involved in the capacity market and how robust the market is. The next round of decisions by market participants will affect how well the regional market enhances grid reliability and keeps costs low for consumers. States have longstanding rights to shape their resource mixes and we expect they will respond to this rule so they can continue to work to state-specific goals. We are eager to continue working with state and federal officials to assure clear signals and rules for the clean energy market.”
