WASHINGTON – Citizens for Responsible Energy Solutions (CRES) sent a letter to U.S. House and Senate leadership urging passage of comprehensive permitting reform legislation before the 118th Congress adjourns.
“CRES supports an all-of-the-above approach to energy with the goal of lowering energy prices, increasing energy security, accelerating innovation and reducing global emissions – not reducing energy choices,” CRES President Heather Reams wrote in the letter. “However, our broken permitting system is jeopardizing our ability to deploy innovative technologies, meet growing energy demand and build new infrastructure and manufacturing capabilities that promote American energy independence.”
“Please consider us partners in reforming our broken permitting system in a way that allows America to accelerate the deployment of critical infrastructure, energy and resources necessary to unlock American prosperity,” Reams concluded in the letter. “It’s time for America to build again.”

CRES continues to be a major proponent of permitting reform:
- In December, CRES signed a letter to leadership led by the American Clean Power (ACP) Association urging immediate passage of the Energy Permitting Reform Act of 2024 before Congress adjourns.
- In September, CRES President Heather Reams testified before the House Committee on Natural Resources in support of draft legislation from Chairman Bruce Westerman (R-Ark.) to amend the National Environmental Policy Act (NEPA), a Congressional Review Act (CRA) resolution from Rep. Garret Graves (R-La.) that would reverse the Biden Administration’s Phase II NEPA regulations and the Studying NEPA’s Impact on Projects Act from Rep. Rudy Yakym (R-Ind.).
- In September, CRES endorsed House Committee on Natural Resources Chairman Bruce Westerman’s (R-Ark.) discussion draft legislation to amend the National Environmental Policy Act of 1969 and expedite permitting of clean energy projects across the country.
- In September, CRES signed a letter to leadership led by ACP urging passage of the Energy Permitting Reform Act of 2024.
- In July, CRES penned a letter to U.S. Senate Committee on Energy and Natural Resources Chairman Joe Manchin (I-W.Va.) and Ranking Member John Barrasso (R-Wyo.) advocating for passage of S. 4753, the Energy Permitting Reform Act of 2024.
- In July, CRES endorsed the Energy Permitting Reform Act of 2024, introduced by Sens. John Barrasso (R-Wyo.) and Joe Manchin (D-W.Va.)
- In March 2023, CRES joined a letter led by the U.S. Chamber of Commerce in support of federal permitting reform.
