WASHINGTON – Today, Citizens for Responsible Energy Solutions (CRES) announced the addition of four new team members across its communications, policy and government relations teams.
Jonathan Leiter has joined as Director of Communications, Kamil Lungu as Government Relations Senior Associate, Carolyn Spector as Digital Communications Senior Associate and Elizabeth Rowland as Policy and Government Relations Coordinator.
“As CRES continues to expand our work, I am delighted to welcome Jonathan, Kamil, Carolyn and Elizabeth to the team,” said James Dozier, CRES Founding President & Board Chair. “Each brings a unique skillset that will undoubtedly enhance our efforts to advance pragmatic and durable energy policy solutions.”

Leiter brings a combination of financial communications, electoral politics and energy policy advocacy to his Director of Communications role at CRES. Before joining CRES, he served as Political Director for Larry Hogan’s Maryland Senate campaign, where he focused on building data-driven narratives for skeptical audiences. Prior to that, he spent more than a decade in investor relations at leading financial services firms in New York and Nashville. Leiter holds a Master of Professional Studies from Georgetown University and a bachelor’s degree from Franklin & Marshall College.
Spector brings expertise in media relations, social media strategy and strategic communications to her Digital Communications Senior Associate role at CRES. Prior to joining, she spent nearly five years at Bracewell LLP’s Policy Resolution Group, where she served as Media Specialist managing media relationships and communications strategies across multi-client portfolios in the energy, healthcare, manufacturing and national security sectors. Spector graduated from Syracuse University’s S.I. Newhouse School of Public Communications and Maxwell School of Citizenship and Public Affairs with a bachelor’s degree in public relations and political science.
A native of Chicago, Lungu brings hands-on experience in federal policy advocacy and clean energy technology to his Government Relations Senior Associate role at CRES. He previously served as the Public Affairs Government Relations Coordinator at Topsoe A/S, a Danish clean energy technologies company, where he supported global government relations and policy communications efforts to advance low-carbon energy solutions and next-generation fuels. Lungu holds a bachelor’s degree in international relations from Pomona College and a master’s degree in European studies with a certificate in international business diplomacy from Georgetown University’s Walsh School of Foreign Service.
Prior to joining CRES, Rowland served as a Staff Assistant for U.S. Senator Susan M. Collins (R-Maine), where she managed the front office and drafted constituent correspondence on energy, infrastructure and foreign policy issues. She most recently completed a term with the Utah Conservation Corps as an AmeriCorps Member, supporting fuels reduction and invasive species removal projects across the wildland-urban interface. Rowland holds a bachelor’s degree in international affairs with a concentration in international development from The George Washington University.
